The Union Cabinet is expected to approve the New Income Tax Bill on February 7, 2025, possibly leading to its introduction in the Lok Sabha on February 10 during the ongoing Budget Session. This bill seeks to streamline the existing Income Tax Act of 1961, making it more clear, succinct, and taxpayer-friendly.

Union Finance Minister Nirmala Sitharaman presented a sweeping key-note presentation at the Union Budget 2025-26 on Saturday, February 1, 2025, proposing several financial reforms for India. One of the most significant changes was the removal of effective income tax for those earning up to Rs.12 lakh in a financial year.

The new Bill, which aims to simplify the income tax regime, is expected to eliminate redundant and unclear provisions and be over 50% shorter in text in comparison to the current Income Tax Act of 1961.

The proposed Income Tax Bill, as a Finance Bill, must be presented in the Lok Sabha rather than the Rajya Sabha; nevertheless, the President is required to recommend that the House consider the Bill, and the Rajya Sabha may also submit recommendations to change the Bill’s contents.

The new Income Tax Bill is expected to reflect current societal and economic trends and give a financial language that will benefit taxpayers, professionals, and government departments equally. One of the more fascinating aspects of the proposed Bill is the ability of taxpayers to combine the Assessment Year (A.Y.) and Financial Year (F.Y.) to create a tax year.
