The Minister of State, Shri Pankaj Chaudhary in the Ministry of Finance in a written reply to a question raised in Lok Sabha Stated, "No proposal under consideration to limit sale of State lotteries."
The subject matter of "Lotteries organised by the Government of India or the Government of a State" comes under Entry No. 40 of the Union List under the Seventh Schedule to the Constitution. As per section 4 of the Lotteries (Regulation) Act, 1998, a State Government may organise, conduct or promote a lottery, subject to the conditions specified therein. Currently 09 States viz. Arunachal Pradesh, Goa, Kerala, Maharashtra, Mizoram, Nagaland, Punjab, Sikkim and West Bengal run the lotteries. As per information provided by Ministry of Home Affairs (MHA), there is no proposal under consideration to limit the sale of State lotteries in the concerned States itself.
