UGC Mandates Strict Fee Refund Compliance – What Every Student Needs to Know!

The University Grant Commission (UGC) has released many notifications or circulars regarding the Fee Refund Policy in past on December 17, 2020, July 2021, August 2, 2022, July 3, 2023, February 9, 2024, and June 12, 2024, making students aware about the guidelines of Higher Educational Institutions (HEI’s) regarding the Fee Refund Policies, so that students can cancel their admissions accordingly.

Regarding the Fee Refund Policy 2024, a meeting was held on December 6, 2023 and May 27, 2024, administered by the secretary of UGC. Discussion was held on UGC Fee Refund Policy and Process Fee Refund without further delay.

As per the reports, it is been noticed that even after repeated oral and written communications from UGC, institutions have failed to adhere to the UGC notifications and guidelines. Hence, The University Grant Commission (UGC) again notified on June 26, 2024, regarding the Strict Compliance of UGC Notification/Guidelines Regarding Fee Refund Policy 2024, requested institutions to comply with the UGC Fee Refund Policy and Process Fee Refund without making any further delays. UGC said a delay in the action will result in punitive actions outlined in clause 5 of UGC notification on the Fee Refund Policy and Non-retention of original certificates released in October 2018.

UGC has clarified that the institutions who do not follow the UGC guidelines regarding the Fee Refund Policy, strict measures will be taken against the respective institution which can be withholding the existing Online/ODL programme recognition/entitlement or not accepting fresh applications for the same, withdrawing cf 2(f) & 12(B) Status, withholding the grants, cancellation/Non-Grant of Autonomy/Graded Autonomy Status, informing the general public, including potential candidates for admission, through a notice displayed prominently in the newspapers or other suitable media and posted on the website of the Commission about non-compliance by the HEI or taking such other action within its powers as the Commission may deer fit.

In the end, UGC requests all institutions to take this notification as the top priority and must implement the defined policy as soon as possible.
