UIDAI Recruitment 2023: The Office of Director (HR), The Unique Identification Authority of India (UIDAI), Government of India, New Delhi has invited Applications from the Officers Eligible for 02 Deputationist Posts Private Secretary (Foreign Service Terms) Basis for Posting in the New Delhi Head Quarters vide the UIDAI Recruitment 2023 Official Vacancy Notice Dated 20.07.2023.  The UIDAI Recruitment 2023 Official Vacancy Notice issued Notification for Private Secretary Posts shall be filled up in the Pay Matrix Level 08  for Appointments on Deputation Bases (Foreign Service Terms) Basis for a Fixed 05 Years’ Tenure.

Based on the UIDAI Recruitment 2023 Official Vacancy Circular for Private Secretary (Foreign Service Terms) Basis Posts, the Last Date for submission of the Duly Completed Applications Submission in the Prescribed Specimen Proforma routed through ‘Proper Channel’ by the Eligible Officers will terminate on 18.09.2023. As per the UIDAI Recruitment 2023 Official Advertisement issued, the Willing Officers with Eligibility for  Notified Both Posts Private Secretary may have their Applications vetted and duly verified by their Respective Cadre Controlling Authority/Administrative Officer ensuring receipt of their Applications Before or On the Terminal Date 18.09.2023.

Posts and Vacancies under UIDAI Recruitment 2023:

The UIDAI Recruitment 2023 Official Notification has arisen with 02 Posts and Even Vacancies to be filled up by way of a Deputation Process:

Post Nomenclature: Private Secretary (Foreign Service Terms)  

Vacancy: 02 Nos.

Deputation Terms: Normal Term of Deputation (Foreign Service Terms) Basis will remain 05 Years

Posting Situation: UIDAI, New Delhi Head Quarter

Pay Scale under UIDAI Recruitment 2023:

Based on the UIDAI Recruitment 2023 Official Notification, the Officers post-appointment as Private Secretary Posts shall be entitled to the Monthly Salary under Pay Matrix Level explained hereunder

Pay Matrix Level: 08 

The Terms of Deputation, including the Pay and Allowances, except Leave, shall be governed by the Provisions laid down in the Department of Personnel & Training (DoPT) Office Memorandum No. 06/08/2009-Establishment (Pay-II) Dated 17th June 2010 and other Orders/Guidelines issued in this regard at times. Leave of the Officer On Deputation shall be regulated by the UIDAI Leave Rule.

Maximum Age Limit for UIDAI Recruitment 2023:

Based on the UIDAI Recruitment 2023 Vacancy Notice the Maximum Age Limit for the Eligible Officer should be aged as on the Closing Date 12.09.2023 for receipt of the Application.

Age Limit: Below 56 Years

Eligibility for UIDAI Recruitment 2023:

According to the UIDAI Recruitment 2023 Official Notification the Eligibility including Educational Qualifications, Post-Qualification Experience, etc. specific to the Post, shall remain as hereunder:

Private Secretary Post: 

Essential:

A) The Officers from the Central Government holding Analogous Posts on a Regular Basis in the Parent Cadre Department; Or

i) With 03 Years’ Regular Service in the Pay Matrix Level 07 Or Higher; Or

ii) With 05 Years’ Regular Service in the Pay Matrix Level 06 Or Higher; Or

The Officers under State Government Department/Union Territory/ Public Sector Undertaking/Autonomous Organization holding Regular Post in Corresponding Grades with Requisite and Relevant Experience with Desirable Experience explained against the Post in the Appended Vacancy.

i) Experience of Office Management/Secretarial Assistance.

ii) Experience in Stenography Work.

Basic Skills for Working in any Computerized Office Environment

Selection Procedure under UIDAI Recruitment 2023:

The Selection Procedure for UIDAI (NDHQ) Private Secretary (Foreign Service Terms) Basis Posts involves Viva-voce/Personal Interaction as explained in the UIDAI Recruitment 2023. The Officers to be called in for Viva-voce shall be shortlisted on the basis of the Eligibility Criteria including Serving Experience, etc. The Candidates would be shortlisted on the basis of the Eligibility Criteria. Only Shortlisted Candidates shall be called in for Personal Interviews/ Interaction.

The Officers already holding Analogous Posts in the Parent Cadre/Department may be given Preference in Selection.

Period and other Terms and Conditions of Deputation: The Deputation Period for all 04 notified Posts shall span 05 Years. The Lending Department may relieve an Officer for a Lesser Period as per their own Policy/Rules, which should not be lesser than 03-Years in any case.

The General Terms and Conditions of the Officer Services in the UIDAI will be governed as per the Unique Identification Authority of India (Appointment of Officers and Employees) Regulations 2020 and Guidelines of the Central Government in this regard.

Brief Important Note for UIDAI Recruitment 2023:

In view of the UIDAI Recruitment 2023 Official Vacancy Circular, the Willing Candidates Applicant for UIDAI (NDHQ) Private Secretary should take note as follows

The Central Government Employees completing 05 Years’ Service are also Eligible to apply for the Notified Private Secretary (Foreign Service Terms) Posts. Eligible and Willing Officers should apply with the Photocopies of the Preceding 05-Years’ ACRs/APARs, etc.

i) The Last Date for receipt of Duly Completed Applications is 18.09.2023.

ii) The Candidates, who apply for the Notified Post, will not be allowed to withdraw their Candidatures subsequently. Since this Vacancy is to be filled up on Deputation Basis, Private Candidates are Not Eligible, hence, are discouraged from/barred from applying.

iii) The Cadre Controlling Authorities/Head of Departments should submit the Applications of Eligible and Willing Candidates whose services can be spared on Deputation immediately upon their Selection, accompanying the following documents ensuring Timely Receipt in the UIDAI Head Quarter in New Delhi.

Application Procedure for UIDAI Recruitment 2023:

Based on the UIDAI Recruitment 2023 Official Notification, Eligible Candidates with Interest in Notified Both Posts, should apply to the UIDAI in the Prescribed Application Proforma (Annexure-I), accompanying the Photocopies of Preceding 05 Years’ Annual Confidential Reports/Annual Performance Appraisal Reports.

The Willing Applicants may submit their respective Applications duly vetted through Proper Channel up to 18.09.2023.

*Note: The Eligible and Willing Officers should apply with Photocopies of the Preceding 05-Years’ ACRs/ APARs.

However, their Applications will be considered only after receiving the same through Proper Channel annexed with Supporting Documents explained in this UIDAI Recruitment 2023 Notification.

Eligible and Willing Candidates may apply through Proper Channel in the prescribed Specimen Proforma (Annexure I).

The Cadre Controlling Authorities/Head of Departments are may forward duly completed Applications of Eligible and Willing Candidates, whose services can be spared on Deputation immediately on their Selection.

The Applications of only such Officers would be considered that are routed through Proper Channel accompanying the following Documents:

i) Application in the Prescribed Proforma (Annexure I).

ii) Cadre Clearance Certificate issued by the Controlling Authority

iii) Statement giving detail of Major/Minor penalties, imposed upon the Officer, if any, during the Last 10 Years (Annexure-II)

iv) Vigilance Clearance/Integrity Certificate (Annexure II)

v) Photocopies of the ACRs/APARs for the Last 05 Years duly attested on each Page by any Officer, Not Below the Level of the Under-Secretary or equivalent (Annexure-II).

Note: While forwarding the Application it may also be Verified and Certified by the Cadre Controlling Authority that the Particulars furnished by the Applicant are Correct (Annexure II).

The Applications of Suitable and Eligible Officers complete in all respects, in the prescribed Format (Annexure-I), with the Documents Listed in Para 05 and 06 hereinabove should be forwarded to the Following:
