UPSC Recruitment 2023: The Union Public Service Commission (UPSC), Government of India has sought Online Applications from the Candidates with Eligibility for Junior Research Officer- Research, Statistics & Analysis (JRO-RSA) Post Group ‘B’ with 03 Vacancies with Pay Matrix Level 07 vide the UPSC Recruitment 2023 Official Notification. The UPSC Recruitment 2023 Official Notification has in store 01 Post for Junior Research Officer with 03 Vacancies under Post Classification General Central Service, Group-B, Gazetted (Non-Ministerial) within the UPSC Head Quarters. As may be referred to in the UPSC Recruitment 2023 Official Notification, UPSC Junior Research Officer (Research, Statistics & Analysis) Post has arisen with the Pay Matrix Level 07 (Rupees 44900-142400) under the General Central Service, Group ‘B’ Gazetted (Non-Ministerial) Post Classification.
According to the UPSC Recruitment 2023 Official Notification, the Online Recruitment Application (ORA) Process is in progress. The Last Date for completing the Online Recruitment Application Process shall terminate on 15.06.2023. Accordingly, Willing and Eligible Candidates may complete the ORA Process according to the Instructions prescribed therein.
Note-I: The UPSC Recruitment 2023 Official Notification mandates the Applicant to complete the Online Application Process for UPSC Jr Research Officer (Research, Statistics & Analysis) Group ‘B’ Post, the Eligible Candidates with the Desire must furnish their respective Qualifications and Experience in the appropriate/relevant Field(s) over and above the Minimum Qualifications in the Online Recruitment Application Portal available in the UPSC ORA Link. *The Candidates should also read the subsequent Part of the UPSC Recruitment 2023 Notification to know more in detail.
As per the UPSC Recruitment 2023 Official Notification issued there has occurred 03 Vacancies to be filled up with Reserved Community Candidates:

Post Classification: General Central Service, Group ‘B’, Gazetted (Non-Ministerial)
Employment nature: The Posting is Permanent.
Posting Organization: Union Public Service Commission, New Delhi
According to the UPSC Recruitment 2023 Official Notification, those selected as Junior Research Officer Appointment shall be entitled to Monthly Salary hereinunder:
Pay Matrix Level-07 (Rs.44900-142400) of Pay Matrix under 7th CPC
According to the UPSC Recruitment 2023 Official Notification, the Applicant, as on the Closing Date, should be aged as narrated hereunder:
1) The EWS Applicant should not exceed 30 Years.
2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/Union Territory Government Servants for up to 05 Years as per the instructions issued by the Government of India from time to time.
3) For Age Concessions applicable to some other Categories of Applicants, the Applicants should refer to the relevant Paragraphs of the “Instructions and Additional Information to Candidates for Recruitment by Selection” of the UPSC Recruitment 2023 Official Advertisement.
The Eligibility comprising the Educational Qualification(s) and Experience essential as per the UPSC Recruitment 2023 Official Notification for the Applicants are as follows:
Essential Criteria:
The Willing Candidates with Eligibility should have the Eligibility comprising the Educational and Desirable Qualifications narrated hereunder:
A) Educational:
i) A Master’s Degree in Statistics/Operation Research/Mathematics/ Applied Statistics/Applied Mathematics/ Mathematical Statistics from any Duly Recognized University/Institute; Or
ii) Master’s Degree in Economics/Sociology/Psychology/Commerce with Statistics as one of the Subjects at Graduate Level/Post Graduate Level from any Duly Recognized University/Institute.
Desirable Qualification(s):
i) Post Graduate Diploma in Computer Application awarded by any University Or ‘A’ Level Diploma under the Department of Electronics accredited Computer Course.
ii) Having in possession 01-Year’s Post-Qualification Experience of Analysis of Statistical Data and their Interpretation in Central Government/State Government/University/Recognised Training Institute/Public Sector Undertaking or Statutory/Autonomous Organization/Recruitment Board, e.g., Banking and Railway Recruitment Board/Indian Institute of Technology/Indian Institute of Management/Central Board of Secondary Education/State Public Service Commission/State Board of Secondary/Technical Education/ Staff Selection Commission (SSC)/Union Public Service Commission (UPSC)/ University Grant Commission (UGC)/Council for Scientific and Industrial Research (CSIR).
Note: The Qualifications and the Qualification with regard to Experience with regard to the Candidates, otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.
Based on the UPSC Recruitment 2023 Official Notification issued, the Union Public Service Commission shall carry through the Recruitment Test Selection with Other Criteria also explained hereunder:
Recruitment Methodology:
In the event of the Applications received relatively in large number from Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria for restricting the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:
a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs), if more than one Desirable Qualification is prescribed”.
b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the UPSC Recruitment 2023 Official Notification.
c) Based on Higher Experience in the relevant field than the Minimum prescribed in the UPSC Recruitment 2023 Official Advertisement.
d) By reckoning the Prior Professional Work-Experience before or Post-acquired Essential Qualifications of the Candidate Applicants.
e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).
f) By holding a Recruitment Test (RT).
Minimum Qualifying/Pass Marks:
As has been explained in the UPSC Recruitment 2023 Official Notification, Viva-voce/Personality Test carries Total 100 Marks with the Minimum Qualifying/Pass Marks for Selection to be read hereunder:
A) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain subject to the Minimum Qualifying Marks for I) Economically Weaker Sections (EWS); II) Other Backward Community and III) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s).
B) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.
Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:
I) The EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.
II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
According to the UPSC Recruitment 2023 Official Notification, Eligible Candidates with Desire, Online Recruitment Application is Mandatory. The Applicants must refer to the UPSC Recruitment 2023 Advertisement for Detailed Instructions to complete the Online Recruitment Application Process.
i) Eligible and Willing Candidates should visit the USPC ORA Website to complete the Online Recruitment Application Process.
ii) Carefully Read the Online Application/Registration Instructions available on the UPSC ORA Portal.
iii) Initiate the Online Application Process as per the Instructions on the Online Registration Application Portal.
iv) Upload Scanned Signature, Photograph for uploading with Online Recruitment Application.
v) Upload Self-attested Documents on the UPSC Online Registration of Application.
vi) Remit the Application Fee Online through any of the Payment Gateways; viz., Debit/Credit Card/Net Banking, etc.
