UPSC Recruitment 2023: The Union Public Service Commission (UPSC) has called in Online Applications from the Candidates meeting Eligibility for the Specialist Grade III (Radio-Diagnosis) Post in the  Department of Health and Family Welfare (DHFW), Ministry of Health and Family Welfare (MHFW). According to the UPSC Recruitment 2023 Notification, there are 14 Vacancies including 03 Posts earmarked for the Un-Reserved Category/General Merit Candidates.
The Eligible Candidates with Willingness to be Applicants for the notified Specialist Grade III (Radio-Diagnosis) Post under Pay Scale Level  Level-11 (Rs. 67700-208700) Plus NPA of the Pay Matrix of 7th Central Pay Commission under the Ministry of Health and Family Welfare may apply Online in accordance with the Instructions prescribed this UPSC Recruitment 2023 Notification. The Last Date for the Willing Candidates with Eligibility to complete the Online Recruitment Application (ORA) Process is up to the 16th March 2023 (16.03.2023) vide the UPSC Recruitment 2023 Notification issued for the purpose.
Note-I: As per the UPSC Recruitment 2023 Notification, while completing the Online Application Process in respect of the Post Specialist Grade III (Radio-Diagnosis) under Group “A”, Central Health Service, Non-Teaching Specialist Sub-Cadre.
Note-II: While carrying out the ORA Process All the Desirous Candidates should furnish their respective Qualifications and Experience in the appropriate/relevant Field(s) over and above the Minimum Qualifications in Online Recruitment Applications available on the UPSC ORA Link.

Employment nature: The Posting is Permanent.
Posting Location: Uttar Pradesh, Maharashtra, Andaman & Nicobar Islands, Karnataka, West Bengal, Tamil Nadu, Telangana State, Bihar and Rajasthan. However, they may be posted anywhere in India based on the requirement under the Ministry of Health and Family Welfare.
As per the UPSC Recruitment 2023 Notification, Post-Selection those selected as Administrative Officers shall be issued Appointment under the Pay Scale Level 11 hereinunder:
Pay Scale: Level-11 (Rs. 67700-208700) of Pay Matrix under 7th Central Pay Commission
As per the UPSC Recruitment 2023 Notification, following the Category-wise and Reserved Community-specific Age Limits are prescribed:
1) The Un-Reserved Applicant should not exceed (Maximum) 40 Years as on the Closing Date 16.03.2023.
2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.
3) For Age Concessions applicable to some other Categories of Applicants, do refer to the relevant Paragraphs of the ‘Instructions and Additional Information to Candidates for Recruitment by Selection’ of the UPSC Recruitment 2023 Advertisement.
The Eligibility comprising the Educational Qualification(s) and Experience essential as per the UPSC Recruitment 2023 Notification for the Applicants are as follows:
A) Educational Qualifications:
i) Accredited MBBS Degree Qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (Other than Licentiate Qualifications) to the Indian Medical Council Act 1956, (102 of 1956). Notified Educational Qualifications Holders included in Part II of the Third Schedule should also fulfill the conditions specified in Sub-Section (3) of Section 13 of the Indian Medical Council Act 1956 (102 of 1956).
ii) Post-Graduate Degree/Diploma in the concerned Specialty of Super-Specialty mentioned in Section-A/Section-B in Schedule VI; i.e., Doctor of Medicine (Radio-Diagnosis); or Doctor of Medicine (Radiology); or Master of Surgery (Radiology); or Diplomate National Board (Radiodiagnosis/ Radiology); or Diploma in Medical Radio Diagnosis (DMRD) or equivalent diploma.
B) Experience:
Note-I: 03-Years’ Experience in the Speciality/Super-Speciality concerned after obtaining the first Post-Graduate Degree/05 Years’ Experience after obtaining the Post-Graduate Diploma.
Note-II: 03-Years’ Doctorate of Medicine (D.M.)/Magister Chirurgiae (M.Ch.) Qualification shall be counted towards the requirement of Experience in the Broad Speciality concerned.
Note-III: 05-Years’ Doctorate of Medicine (D.M.)/Magister Chirurgiae (M.Ch.) shall be taken as 03-Years’ for completion of Post Graduate Degree and the Last 02-Years of the said Doctorate of Medicine (D.M.)/Magister Chirurgiae (M.Ch.) shall be counted towards the requirement of Teaching Experience.
Note: The Qualifications and the Qualification in regard to Experience in case of Candidates otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.
Based on the UPSC Recruitment 2023 Notification issued, the Union Public Service Commission shall carry out the Recruitment Test Selection and Other Criteria with reference to the UPSC Recruitment 2023 and is also explained hereunder:
Recruitment Methodology:
In the event of the Applications received relatively in a large number from Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:
a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.
b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the UPSCÂ Recruitment 2023 Notification.
c) Based on Higher Experience in the relevant field than the Minimum prescribed in the UPSC Recruitment 2023 Advertisement.
d) By reckoning the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications of the Candidate Applicants.
e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).
f) By holding a Recruitment Test (RT).
Note-II: Important Points:
Viva-voce/Personality Test carries Total 100 Marks explained hereunder:
i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:
a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks
b) Economically Weaker Sections 50 Marks
c) Other Backward Community: 45 Marks
d) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.
ii) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.
Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:
I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.
II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
Based on the UPSC Recruitment 2023 Notification, the Eligible Candidates with Willingness should complete the ORA Process up to 16.03.2023 following the Instructions prescribed in the UPSC Recruitment 2023 Notification.
i) Eligible and Willing Candidates should visit the USPC ORA Website to complete the Online Recruitment Application Process.
ii) Carefully Read the Online Application/Registration Instructions available on the UPSC ORA Portal.
iii) Initiate the Online Application Process as per the Instructions on the Online Registration Application Portal.
iv) Upload Scanned Signature, Photograph for uploading with Online Recruitment Application.
v) Upload Self-attested Documents on the UPSC Online Registration of Application.
vi) Remit the Application Fee Online through Debit/Credit Card/Net Banking, etc.
