CBIC Circular on Implementation of MeitY exemption for Highly Specialized Equipment

The Government has recently amended the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021. The amendment has been issued by the Ministry of Electronics and Information Technology (MeitY) under the powers conferred by the Bureau of Indian Standards Act, 2016. The Government said the changes are being made in the interests of the public.

The amendment changes the provisions on Highly Specialized Equipment (HSE). Such equipment may be exempted from the requirements of the Compulsory Registration Order, subject to obtaining specific exemption from MeitY and subject to such other conditions.

To qualify as Highly Specialized Equipment, the equipment must meet at least one of the following criteria:

  • It operates on a three-phase power supply, or
  • It operates on a single-phase power supply with a current rating of more than 16 amperes, or
  • Its physical dimensions are greater than 1.5 metres × 0.8 metres, or
  • Its weight is more than 80 kilograms.

In addition, the exemption is available only if the equipment is manufactured or imported in quantities of fewer than 100 units per model per year.

This amendment will become effective from 15 June 2026.
