GST Officer Challenged Transfer to Rayagada Citing Heart Ailment and Family Hardship; Orissa High Court Grants Interim Protection The Orissa High Court has given temporary relief to a state government employee, Ranjan Kumar Sethy, who challenged his transfer from the CT & GST Circle in Cuttack to Rayagada.

The petitioner told the court that he is suffering from a cardiac problem and is undergoing treatment at Capital Hospital in Bhubaneswar. He also stated that he has to look after his elderly and sick mother and a six-month-old child. On these grounds, he sought cancellation of the transfer order issued on June 5, 2026. The State Government argued that the petition was not maintainable because Sethy had not first submitted any representation to the competent authorities seeking modification or cancellation of the transfer order. After hearing both sides, the court observed that the petitioner should first approach the authorities. The court directed that if Sethy files a representation before the concerned authority within two weeks, the authority must take a lawful decision on it within the following two weeks and communicate the decision to him.

Until such a decision is taken, the High Court ordered that the status quo be maintained, allowing Sethy to continue in his present position for the time being. With these directions, the writ petition was disposed of by the court on June 12, 2026.
