Govt Extends Anti-Dumping Duty on Chinese PET Resin Imports

The Ministry of Finance has issued a notification regarding the continuation of anti-dumping duty on imports of Polyethylene Terephthalate (PET) Resin from China.

The notice, published on 19 June 2026, follows an investigation carried out by the Directorate General of Trade Remedies (DGTR). The review found that the dumping of Chinese PET Resin continues to cause injury to the domestic industry by way of the continued exports of Chinese PET Resin to India at dumped prices.

The DGTR found that:

  • The dumping margin and the injury margin continue to be positive and significant.
  • The anti-dumping duty notwithstanding, imports from China have increased substantially.
  • Imported goods are being sold at a lower price than those of the Indian manufacturers, which adversely affects the domestic industry.
  • Without the anti-dumping duty, imports are likely to further increase and depress domestic prices.

On the basis of these findings, the DGTR recommended continuation of anti-dumping duty on imports of PET Resin originating in or exported from China.

Accordingly, the Central Government has decided to continue imposing an anti-dumping duty on Polyethylene Terephthalate (PET) Resin having an intrinsic viscosity of 0.72 decilitres per gram or higher, imported from or exported by China. The duty will apply to goods falling under tariff items 3907 61 10, 3907 61 90, 3907 69 30 and 3907 69 90 of the Customs Tariff Act.

This notification has been issued under section 9A of the Customs Tariff Act, 1975, read with the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995.

The notification also supersedes the earlier anti-dumping notification No. 18/2021-Customs (ADD) dated March 27, 2021, while preserving actions already taken under the previous notification.
