The outcome of the investigation was the following:
  • Indian manufacturers could not match the prices at which imported products were being sold in India, even at below cost prices.
  • The cheaper imports were undercutting Indian manufacturers. This meant that foreign suppliers were selling the same or similar products at a lower price.
  • Competition indicated that Indian manufacturers could not increase their selling prices and their prices were being suppressed and it was damaging them financially.
Based on these findings, the Directorate General of Trade Remedies (DGTR) concluded that the domestic industry was suffering injury on account of these imports and hence recommended imposing anti-dumping duty on Sulphenamides Accelerators imported from China, EU and USA.
