Background

The Govt. of Karnataka has Constituted the Karnataka State Building and Other Construction Workers’ Welfare Board herein after (referred as the Board) on 18/02/2007 as per the provisions of the Building and Other Construction Workers’ Regulation of Employment and Conditions of Service) Act, 1996 (a Central Act) for providing Welfare and Social security measures to the registered Building and Other Construction Workers. The Government of India has also enacted a legislation namely, the Building and Other Construction Workers’ Welfare Cess Act, 1996 and Rules 1998 there-under for the levy and collection of cess on the cost of construction incurred by employers / builders for augmenting the financial resources of the Board. As per the provisions of the cess Act, 1% cess is levied and collected from the employers / Builders on the cost of Construction incurred by them and the proceeds of the same are utilized for the welfare of registered Building and Other Construction Workers.

The Board consists of a Chairperson (Hon’ble Labour Minister) and 12 members appointed by the Govt. The Secretary of the Board ensures efficient discharge of the functions of the Board. The Secretary of the Board is assisted by other officers such as Joint Secretary, Deputy Secretary, Assistant Secretary, Labour Officers, other staff deputed from the Labour Department, State Accounts Department and also other Officers appointed on contract basis. At the field level, the officers of the Labour Department i.e, the Assistant Labour Commissioners, Labour Officers and Senior Labour Inspector / Labour Inspectors have been designated under the law to function as Registering Authorities or Cess Assessment Authorities or the claims settlement Authorities through respective notifications.

Scope of Work

Accounting and Maintenance of Records

1. Qualified staff shall be deployed for Internal Audit and Chartered Accountant shall visit for supervision/ counter verification of work done by their staff.

2. To check all accounting and financial transaction i,e verification of all vouchers and receipts.

3. To check bank accounts and ensuring its periodical balance statement.

4. To ensure the compliance of applicable statutory requirements like payment of Tax i,e GST and TDS and also GST/ TDS to ensure timely payment of advance Tax if any, filing of quarterly/ annual returns (payment of GST/TDS).

5. To verify the inventory on quarterly basis and annual verification of Assets physically and report thereon.

6. Physical verification of cash and bank balance statement.

7. To verify and report on temporary diversion of funds and utilized other than the purpose for which it was released.

8. To guide the staff of the Board to carry out the accounts work timely and advice the staff to improve the maintenance of accounts of the Board.

9. Reporting of non-compliance of guidelines and circular / instructions issued by the Board from time to time.

10. To verify the pending cases of assessments and year wise details to be reported.

Eligibility Criteria (Documents to be up loaded)

1. Interested Audit Firms / Chartered Accountant Firms shall be eligible to apply for the assignment, subject to meeting the following eligibility criteria.

2. The Audit Firms are to be mandatorily empaneled with C&AG / registered with any recognized authority and proof of empanelment / registration certificate is to be enclosed with the technical bid document.

3. The Firms should have minimum of 5 partners, out of which 2 should be FCAs each having experience of more than 10 years of practice.

4. The Firm’s office should be in Bangalore, upload scanned copy of any self-certified address proof along with a copy of the registration certificate issued by the competent authority (The Firm should be in existent at least for 5 years in Bangalore)

5. The Firm should have been in existence for a minimum of 10 years with a minimum average turnover of Rs.100.00 lakh in the last three years (2019-20, 2020-21 and 2021-22).

6. The Firm should have the experience of working on the accounts of Autonomous bodies, Statutory bodies and Government organization or Boards at least for a period of two years. Details of which should be furnished at the time of opening of tender.

7. The resume of the partner-in-charge of this assignment along with self-attested copy of the Membership certificate by the Institute of Chartered Accountants of India should be uploaded. Further, Bio data of the supporting staff needs to be submitted along with the technical bid document. Any subsequent changes with the prior permission of the Committee of Board.

8. Income Tax Returns for the past 3 Assessment years to be up loaded (2018-19, 2019-20 and 2020-21)

9. The Firm should have a GST registration

10. The Firm should have Income Tax registration (PAN)

General Terms & Conditions

1. Only those Firms who fulfill the prescribed eligibility criteria and possess all the documents required for technical scrutiny need apply. The bidders shall submit the bids only after understanding the Tender Document completely.

2. Joint Bids will not be accepted.

3. Tender document is non-transferable. Conditional tenders are liable for rejection.

4. The Board will not be responsible for any misinterpretation or wrong assumption by the Agency.

5. Financial Bid: The price Bid should give the comprehensive fee for the job for the entire contract period of ten (6) months.

6. Bid validity: The bid shall be initially valid for 90 days from the opening of financial bid. If necessary, the Board will seek extension in the bid validity period beyond 90 days.
