Government Notifies Banking Regulation (Companies) Amendment Rules, 2025, Effective From December 15

The Central Government has introduced the New Banking Regulation (Companies) Amendment Rules, 2025, effective from December 15, 2025. The Ministry of Finance, Department of Financial Services, issued a notification dated 10th December 2025, making major changes to the Banking Regulation (Companies) Rules, 1949.

The amendment aims at updating and simplifying certain provisions and removing the outdated ones. Here are the key amendments notified by the Government:

  • The words “subsidiary bank” and “a subsidiary bank” in Rule 2A are now being removed.
  • Rule 15B is also being eliminated.
  • In Form VIII, the dates for submitting the reports will now be the 15th day of the month and the last day of the month.
  • In Clause II, the words “Industrial Development Bank of India, Export Import Bank of India and National Bank for Agriculture and Rural Development” will be replaced with “Exim Bank, National Bank, National Housing Bank, Small Industries Bank, National Bank for Financing Infrastructure and Development and other development financial institution as defined in section 2 (cccii) of the Reserve Bank of India Act, 1934“.
  • In Part I of FORM X, the sub-items 4.1.3 and 4.3.1 of item A.4 and sub-item 3.2 of item B are being eliminated.
