JKPSC Recruitment 2023: The Jammu and Kashmir Public Service Commission (JKPSC) has sought Online Applications from Jammu and Kashmir Union Territory duly Eligible for Recruitment on Librarian Post in the Government Degree Colleges (GDCs) under the Department of Higher Education (DoHE) vide the JKPSC Recruitment 2023 Advertisement Dated 1st March 2023.
According to the JKPSC Recruitment 2023 Notification issued, 13 Vacancies shall be filled up with Recruitment on Librarian Posts under the Department of Higher Education (DoHE). Based on the JKPSC Recruitment 2023, Notified 13 Vacancies include 06 Vacancies earmarked for Open Merit Candidates to be read in the JKPSC Recruitment 2023 Advertisement.
The Willing Candidates with Eligibility for the Librarian Post under Pay Scale Level 10 (Pay Band Rs. 15600-39100 Plus Academic Grade Pay Rs.6000) may apply following the Instructions prescribed in JKPSC Recruitment 2023 Notification issued. According to the JKPSC Recruitment 2023 Advertisement, the Online Application Process with Registration is in progress. The Last Date for the Willing Eligible Candidates to complete the Online Application Process is 31st March 2023 (31.03.2023) notified in the JKPSC Recruitment 2023 Advertisement. As is mentioned in the JKPSC Recruitment 2023 Notification, the Edit Window shall be Active from 1st April 2023 onwards up to 3rd April 2023 (01-03.04.2023).
According to the JKPSC Recruitment 2023 Notification, there are 13 Vacancies to be filled up under the Higher Education Department.

The Candidates to be appointed as Librarians in the Pay Scale Level mentioned hereunder:
Pay Scale: Level 10 (Pay Band Rs.15600-39100 Plus AGP Rs.6000 Pre-Revised Rs.57000)
i) The Open Merit Candidates (as on 01.01.2023) should not exceed 40 Years.
ii) Relaxations in the Upper Age Limits for different Reserved Communities are explained in the JKPSC Recruitment 2023.

Educational Qualification: For General Category Candidates,
I) Master’s Degree in Computerization of Library with Minimum 55% Marks from Accredited University.
II) cleared National Eligibility Test (NET)/State Level Eligibility Test (SLET)/State Eligibility Test (SET) conducted by the University Grants Commission (UGC), Council of Scientific and Industrial Research (CSIR), Association of Indian University/ies (AIUs)
Note*:
i) The Candidates having been awarded a Ph.D. (Philosophiae Doctor) Degree in accordance with the University Grants Commission Regulations 2009 (Minimum Standards and Procedure for Award of the Ph.D. Degree), shall be exempted from the NET/SLET/SET as a Minimum Eligibility Condition.
ii) Should also have represented the University/College at the Inter-University/Collegiate Competition or the State and/or National Championship.
iii) The Candidate must have cleared/qualified the National Eligibility Test (NET)/State Level Entrance Test (SLET)/State Eligibility Test (SET).
According to the JKPSC Recruitment 2023 Notification Selection shall be carried out in terms of Rule 45 of the J&K Public Service Commission (Business and Procedure) Rules 2021 as amended up-to-date.
Selection on Librarian Post shall consist of 03 Stages involving Overall Assessment explained hereunder:
1) Written Test for 70 Marks
2) Assessment Criteria involving Awarding Weightage Marks of 18 Marks and
3) Viva voce for 12 Points on the JKPSC notified Librarian Post comprising as follows:
Stage 1: Competitive Written Test: Maximum 70 Points
Stage 2: Weightage to Academic Merit: 18 Points
Explained: Due Weightage of 10 Points (Maximum 03 Marks for Professional Examination Plus Maximum 08 Points for Higher Qualifications; viz., Magister Philosophiae (M.Phil), Philosophiae Doctor (Ph.D), and Post-Doctoral 01 Year Plus Special Attributes including Research and Publications Plus Awards: 03 Points Plus Experience: 02 Points)
Stage 3: Viva-voce/Personal Interview: 12 Points
According to the JKPSC Recruitment 2023 Notification, the Candidates shall need to remit the Online Examination Fee prescribed hereunder:
01) Open Merit Candidates: Rs. 1000 (Rupees One Thousand only)
02) Reserved Community Candidates: Rs.500.00 (Rupees Five Hundred only)
03) PwBDs Candidates remain exempted from payment of the Examination Fee: Nil
According to the JKPSC Recruitment 2023 Notification, Online Application with Registration involves uploading of the Scanned Particulars, Testimonials and Remittance of the Requisite Examination Fee prescribed therein:
