Ministry of Defence Recruitment 2023:  The Union Public Service Commission (UPSC) has invited Online Applications from Candidates Eligible for the Senior Design Officer Grade-I (Electrical) Post in the Integrated Headquarters Ministry of Defence Navy, New Delhi, Ministry of Defence (MoD), Government of India notified in the Ministry of Defence  Recruitment 2023 Official Advertisement.  According to the Ministry of Defence Recruitment 2023 Official Notification having been issued, there are 05 Vacancies for the Senior Design Officer Grade-I (Electrical) Post under General Central Service Group A’ Gazetted (Non-Ministerial) Classification. The Notified 05 Vacancies include 03 Posts earmarked for the Un-Reserved Category Candidate.

The Eligible Candidates with Willingness for the Senior Design Officer Grade-I (Electrical) Post under the Pay Scale Level  Level-11 (Rs. 67700-208700) Plus NPA of the Pay Matrix of 7th CPC under the Ministry of Defence should complete the Online Recruitment Application Process according to the Instructions prescribed in this Ministry of Defence Recruitment 2023 Notification. As per the Ministry of Defence Recruitment 2023 Official Notification, the Last Date for the Willing Candidates with the Eligibility to complete the Online Recruitment Application (ORA) Process is 30th March 2023 (30.03.2023).

Note-I: According to the UPSC issued Ministry of Defence Recruitment 2023 Official Notification, all Eligible Applicants should complete the Online Application Process in respect of the Senior Design Officer Grade-I (Electrical) under General Central Service Group A’ Gazetted (Non-Ministerial) Post.

Note-II: According to the Ministry of Defence Recruitment 2023 Notification, all Willing Candidates must furnish their respective Qualifications and Experience in the appropriate/relevant Field(s) over and above the Minimum Qualifications in the Online Recruitment Applications while completing the ORA Process on the UPSC ORA Link.

Pay Scale Level for Ministry of Defence Recruitment 2023:

According to the Ministry of Defence Recruitment 2023 Notification, those selected as Senior Design Officer Grade-I (Electrical) shall be issued Appointment Post-Selection under the Pay Scale Level 11 hereinunder:

Pay Scale: Level-11 (Rs. 67700-208700) of Pay Matrix under 7th Central Pay Commission

Upper Age Limits under Ministry of Defence Recruitment 2023:

According to the Ministry of Defence Recruitment 2023 Official Notification, the following Category-wise and Reserved Community-specific Age Limits are prescribed for the Senior Design Officer Grade-I (Electrical) Post:

1) The Un-Reserved Applicant should not exceed (Maximum) 40 Years as on the Closing Date (30.03.2023) of this Ministry of Defence Recruitment 2023 Advertisement issued for the purpose.

2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/ Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.

3) For Age Concessions applicable to some other Categories of the Applicants, do refer to the relevant Paragraphs of the ‘Instructions and Additional Information to the Candidates for Recruitment by Selection’ of the Ministry of Defence Recruitment 2023 Notification.

Eligibility Criteria for the Ministry of Defence Recruitment 2023:

The Eligibility comprising the Educational Qualification(s) and Experience essential as per the Ministry of Defence Recruitment 2023 Notification applicable to the Candidates/Applicants are as follows:

A) Educational Qualification:

Bachelor’s Degree (Electrical/Electronics /Telecommunication Engineering) from any Accredited University Or **Equivalent; viz., the All-India Council for Technical Education (AICTE)/University Grants Commission (UGC) and not to be construed as Educational Qualification.

B) Experience:

05-Years’ Practical Experience in Design/Installation /Construction of Ships.

Note: The Qualifications and the Qualification in regard to Experience in case of Candidates otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.

Selection Process for Ministry of Defence Recruitment 2023:

According to the UPSC Recruitment 2023 issued Ministry of Defence Notification issued, the Union Public Service Commission shall carry out the Recruitment Test Selection and Other Criteria with reference to the Ministry of Defence Recruitment 2023 Official Notification, as also explained hereunder:

Recruitment Methodology:

In the event of the Applications received relatively in a large number from Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:

a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.

b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the Ministry of Defence  Recruitment 2023 Notification.

c) Based on Higher Experience in the relevant field than the Minimum prescribed in the Ministry of Defence Recruitment 2023 Advertisement.

d) By reckoning the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications of the Candidate Applicants.

e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).

f) By holding a Recruitment Test (RT).

Note-II: Important Points:

Viva-voce/Personality Test carries Total 100 Marks explained hereunder:

i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:

a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks.

b) Economically Weaker Sections 50 Marks.

c) Other Backward Community: 45 Marks.

d) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.

ii) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.

Application Fee for Ministry of Defence Recruitment 2023:

Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:

I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using the Visa/Master Credit/Debit Card Payment Gateway.

II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.

How to Apply for Ministry of Defence Recruitment 2023:

Based on the UPSC issued Ministry of Defence Recruitment 2023 Official Notification, the Eligible Candidates with Willingness should complete the ORA Process up to 16.03.2023 following the Instructions prescribed therein.

i) Eligible and Willing Candidates should visit the UPSC ORA Website to complete the Online Recruitment Application Process.

ii) Carefully Read the Online Application/Registration Instructions available on the UPSC ORA Portal.

iii) Initiate the Online Application Process as per the Instructions on the Online Registration Application Portal.

iv) Upload Scanned Signature, Photograph for uploading with Online Recruitment Application.

v) Upload Self-attested Documents on the UPSC Online Registration of Application.

vi) Remit the Application Fee Online through Debit/Credit Card/Net Banking, etc.
