Ministry of Youth Affairs and Sports Recruitment 2023: The Union Public Service Commission (UPSC) has sought Online Recruitment Applications from the Candidates meeting Eligibility for the Post Youth Officer in the Youth Affairs Department (YAD) under the National Service Scheme (NSS), Ministry of Youth Affairs and Sports (MoYAS), Government of India in accordance with the Ministry of Youth Affairs and Sports Recruitment 2023 Official Notification issued. The Ministry of Youth Affairs and Sports Recruitment 2023 Official Advertisement issued for 07 Vacancies with 03 Posts earmarked for the Un-Reserved/General Merit Category Candidates is notified under Post Classification General Central Services, Group ‘B’, Gazetted (Non-Ministerial). The Ministry of Youth Affairs and Sports Recruitment 2023 Official Notification mandates all Eligible Candidates with Willingness to complete the Online Recruitment Application (ORA) Process up and the Last Date 13th April 2023 (13.04.2023) following the Instructions prescribed therein for the same.
According to the Ministry of Youth Affairs and Sports Recruitment 2023 Official Notification the Youth Officer Post is to be filled up under Monthly Salary Rs.44900- 142400 under Pay Matrix Level 07 of the 7th Central Pay Commission in the Youth Affairs Department under the National Service Scheme under the Ministry of Youth Affairs and Sports.
Note-I: According to the Ministry of Youth Affairs and Sports Recruitment 2023 Official Notification, while completing the Online Application Process all the Desirous and Eligible Candidates must furnish their respective Qualifications and Experience in the appropriate/relevant Field(s) over and above the Minimum Qualifications in the Online Recruitment Application available on the UPSC ORA Link.

As per the Ministry of Youth Affairs and Sports Recruitment 2023 Notification, Post-Selection those selected as Youth Officers shall be issued Appointment under Pay Matrix Level 07 hereinunder:
Pay Matrix Level-07 (Rs.44900-Rs. 142400) of Pay Matrix under 7th CPC
According to the Ministry of Youth Affairs and Sports Recruitment 2023 Official Notification, the Category-wise, and Reserved Community-specific Age Limits as on the Closing Date 13.04.2023 prescribed are hereunder:
1) The Un-Reserved Applicant should not exceed (Maximum) 30 Years
2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.
3) For Age Concessions applicable to some other Categories of Applicants, do refer to the relevant Paragraphs of the “Instructions and Additional Information to Candidates for Recruitment by Selection” of the UPSC issued Ministry of Youth Affairs Sports Recruitment 2023 Official Advertisement.
The Eligibility Criteria comprising the Educational Qualification(s) and Experience essential for the Applicants under the Ministry of Youth Affairs Sports Recruitment 2023 Official Notification for the Candidates are as follows:
Essential Qualification(s):
Willing and with Eligibility should have the Eligibility comprising the Educational Qualifications and Mandatory Experience as is narrated hereunder:
Educational Qualification:
A) Master’s Degree/Post Graduation from any Accredited University With the Desirable Mandatory Experience hereunder:
Experience: 02-Years’ Experience in organizing Program(s) relating to Youth Works/Youth Welfare Schemes including the National Cadet Corps (NCC) Or National Service Scheme (NSS) Or National Service Volunteers Scheme (NSVS) Or Sports or Cultural and Educational activities including Camping; OR
B) Bachelor’s Degree/Graduation from any Accredited University With the Desirable Experience hereunder:
Experience: 04-Years’ Experience in organizing Program(s) relating to Youth work or Youth Welfare including the National Cadet Corps Or National Service Scheme Or National Service Volunteers Scheme Or Sports Or Cultural and Educational activities including Camping.
Note: The Qualifications and the Qualifications in regard to Experience in case of Candidates otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.
According to the Ministry of Youth Affairs and Sports Recruitment 2023 Official Notification, the Union Public Service Commission shall carry through the Recruitment Test Selection and Other Criteria for Youth Officer Post also explained hereunder:
Recruitment Methodology:
In the event of the Applications received relatively in a large number from the Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:
a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.
b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the Ministry of Youth Affairs and Sports Recruitment 2023 Notification.
c) Based on Higher Experience in the relevant field than the Minimum prescribed in the Ministry of Youth Affairs and Sports Recruitment 2023 Advertisement.
d) By reckoning the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications of the Candidate Applicants.
e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).
f) By holding a Recruitment Test (RT).
Note-II: Important Points:
Viva-voce/Personality Test carries Total 100 Marks explained hereunder:
i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:
a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks
b) Economically Weaker Sections 50 Marks
c) Other Backward Community: 45 Marks
d) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.
ii) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.
Application Fee for Ministry of Youth Affairs and Sports Recruitment 2023:
Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:
I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.
II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
According to the Ministry of Youth Affairs and Sports Recruitment 2023 Official Notification, Eligible Candidates with Desire, Online Recruitment Application is Mandatory
i) Eligible and Willing Candidates should visit the USPC ORA Website to complete the Online Recruitment Application Process.
ii) Carefully Read the Online Application/Registration Instructions available on the UPSC ORA Portal.
iii) Initiate the Online Application Process as per the Instructions on the Online Registration Application Portal.
iv) Upload Scanned Signature, Photograph for uploading with Online Recruitment Application.
v) Upload Self-attested Documents on the UPSC Online Registration of Application.
vi) Remit the Application Fee Online through Debit/Credit Card/Net Banking, etc.
