UPSC Recruitment 2022: The Union Public Service Commission (USPC) has called in Applications from the Candidates Eligible in reference to the Post Specialist Grade III (Pediatrics) in the Department of Health and Family Welfare (DH&FW) under the Ministry of Health & Family Welfare, Government of India. The Union Public Service Commission notified 05 Vacancies including 02 Posts for the Un-Reserved Category, 01 Each vacancy for the Economically Weaker Section (EWS), Other Backward Class (OBC), Scheduled Caste (SC), Person with Benchmark Disability*(PwBD*) Community Candidates. 01 Vacancy is reserved for a Person with Benchmark Disability*(PwBD*) as mentioned in the UPSC Recruitment 2022 Advertisement.

Selection Process for UPSC Recruitment 2022:

i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through ugh Interview or by Recruitment Test (RT) followed by the Interview, shall remain:

a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks. b) Economically Weaker Sections 50 Marks. c) Other Backward Community: 45 Marks, c) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability (PwBD): 40 Marks.

ii) In cases where Selection is carried out by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to achieve the Minimum Level of Suitability in their respective Categories at the Interview Stage.

Test Selection and Other Criteria for USPC Recruitment 2022:

Note: In the event of the Applications received in large number submitted by the Applicants/Candidates, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number of Candidates to be called for Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:

a) “On the basis of Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.

b) On the basis of Higher Educational Qualifications than the Minimum Prescribed in the Advertisement.

c) On the basis of Higher Experience in the relevant field than the Minimum Prescribed in the Advertisement.

d) By counting the Prior Professional Work-Experience before or Post-acquiring the Essential Qualifications.

e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).

f) By holding a Recruitment Test (RT).

In view of the afore-stated Input, the Candidate should, therefore mention Individual Qualifications and Experience in the relevant Field over and above the Minimum Qualifications.

Posting Head Quarter Locations: The Ministerial Head Quarters with All India Service Liability are Delhi, Andaman & Nicobar Islands, Lakshdweep, Uttar Pradesh, Maharashtra, Karnataka, Tamil Nadu and Telangana. However, the Appointed Medical Specialist Doctor/Surgeon may be posted anywhere in India.

Pay Scale: Level 10 in the Pay Matrix of Rs.67700 to Rs.208700) plus NPA

Upper Age Limits (As on 29.12.2022): Not to exceed 40 Years for the Un-Reserved Category Candidates, and also Economically Weaker Section Candidates as on Normal Closing Date. Scheduled Caste Candidates should not exceed 43 Years. The Upper Age Limit is Relaxable up to 05 Years for the Regularly Appointed Central/Union Territory Government Servants  as per the Government of India issued Instructions/Orders from time to time. For the Age Concessions Applicable to other Categories of Applicants, ‘Instructions and Additional Information for Candidates in respect of Recruitment by Selection are available for viewing.

As regards the Ex-Service-Men and Commissioned Officers including ECOs/SSCOs shall be Upper Age is relaxable by 05-years subject to the condition that Post-attestation on the Closing Date for receipt of Applications the continuous Service rendered in the Armed Forces by any Ex-Service-Man is Minimum 06 (Six) Months. This Upper Age relaxation also remains available for the ECOs/SSCOs who have completed their Initial Period of Assignment of 05 (Five) Years of Military Service and whose Assignment has been extended beyond 05 (Five) Years as on the End Date of Online Registration of Application and in whose case the Ministry of Defence issues Certificates that they will be released within 03 (Three) Months on Selection from the Date of Receipt of Offer of Appointment. The Candidates claiming the Age-relaxation under this Para would need to submit/produce a Certificate in the prescribed Proforma to the Union Public Service Commission.

Eligibility Conditions: The Eligible Candidate should have gained the following Academic and Professional Qualifications explained hereunder:

Essential Qualification(s): Any Competent Applicant desirous of applying for the Assistant Hydrologist Post should have in possession the following Essential Qualifications in reference to the Specialist Grade III (Paediatrics) in the Department of Health & Family Welfare, the Ministry of Health & Family Welfare, Government of India.

i) Duly Accredited MBBS Degree Qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than Licentiate Qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holder of the Educational Qualifications included in Part II of the Third Schedule should also fulfill the Eligibility Conditions specified in Sub-Section (3) of Section 13 of the Indian Medical Council Act 1956 (102 of 1956).

ii) Post-graduate Degree or Diploma in the concerned speciality or Super-speciality mentioned in Section-A or Section-B in Schedule VI of CHS Rules, 2014 and CHS amendment Rules 2019 i.e. Doctor of Medicine (Pediatrics) or Diplomate National Board (Pediatrics) or Diploma in Pediatrics or Diploma in Child Health.

B. Work Experience:

i) 03 (Three) Years’ Experience in the concerned Speciality or Super-speciality post-secured First Post-Graduate Degree or 05 (Five) Years’ Experience post-obtained the Post-Graduate Diploma.

Note: Doctorate of Medicine (D.M.) or Magister Chirurgiae (M. Ch.) qualification of 03 (Three) years’ duration shall be counted towards requirement of Work Experience in the concerned Broad Speciality.

Note: Doctor de Medicinae/Doctorate of Medicine (D.M.) or Magister Chirurgiae/Master of Surgery (M.Ch.) of 05 (Five) Years’ Duration shall be reckoned as 03 (Three) Years for completion of Post- Graduate Degree and the Last 02 (Two) Years of the said Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) shall be counted towards the requirement of Teaching Experience.

Note 1: The UPSC at its discretion, may relax the Fore-stated Qualifications in case of the Candidates, otherwise, well-qualified.

Note 2: The Candidate’s Qualification(s) about the Experience(s) is/are relaxable at the discretion of the Union Public Service Commission, for the reasons to be recorded in writing in the case of those belonging to the Scheduled Caste Community, if at any Selection Stage, the UPSC is of the opinion that the sufficient number of the Candidates from this Reserved Community having the Requisite Experience are Unlikely to be available for filling the vacancies reserved for them.
