Aadhaar Rules 2025: New List of Documents You MUST Submit for Update or Enrolment
The Unique Identification Authority of India (UIDAI) has recently issued a notification [F. No. HQ-16024/4/2021-EU-II-HQ(E-5735)] dated July 2, 2025, to inform the public and concerned parties about some amendments introduced to the rules originally stated in the Aadhaar (Enrolment and Update) Regulations, 2016, in exercise of the powers granted to UIDAI under sub-sections (1) and (2) of section 54 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016).
The following amendments have been introduced to the Aadhaar (Enrolment and Update) Regulations, 2016:
The first amendment has been introduced to Regulation 27, Sub-regulation (1) of the original rules.
Previously, this part of the rule mentioned that UIDAI should take action if an individual has more than one Aadhaar number, which is not permitted, as each person is only allowed to have one Aadhaar.
However, now the new rule has completely replaced the previous version. The new rule says if any individual is having more than one Aadhaar number, in that case, UIDAI will accept only the one that was issued earliest and includes the individual’s biometric information, such as fingerprints, iris scan, etc. All the other adhaars will be omitted, meaning cancelled.
In case none of the Aadhaar numbers include the biometric information of the individual (this situation can take place in cases like if the individual is a child or the version of the Aadhaar is older), the UIDAI will still consider the first issued Aadhaar, and all the other ones will be cancelled.
The official notification states, “Where the Authority is satisfied that more than one Aadhaar number has been issued to the same person, the Aadhaar number assigned the earliest and containing the biometric information of the Aadhaar number holder shall be retained, and all other Aadhaar numbers (s) shall be omitted.
Provided that if none of the assigned Aadhaar numbers contain biometric information of the Aadhaar number holder, the Aadhaar number assigned the earliest shall be retained and all other Aadhaar numbers (s) shall be omitted.”
In short, this change is made to ensure that only one Aadhaar number per person exists, and the system will keep the earliest valid one, especially if it has biometric data.
The second introduced amendment in Schedule II of the original rules usually contains a list, format, or detailed procedures about how certain rules are applied, such as which documents are accepted, the format of forms, etc.
As per the new change, the previous version of Schedule II has been completely replaced with the new version.
