ECIL Recruitment 2022: The Public Enterprises Selection Board (PESB) has invited Applications Online from the Experienced Candidates duly meeting the Eligibility for the Post Director (Personnel) in Electronics Corporation of India Limited (ECIL).  Those having satisfied the Eligibility Criteria for the Post Director (Personnel), and are desirous of applying, may submit respective Applications Online in reference to the PESB notified Post Director (Personnel). The Last Date for Candidates’ Online Registration Application is slated to close on 22nd November 2022 (22.11.2022) as notified in the Public Enterprises Selection Board Recruitment Recruitment Notification issued in respect of the Post Director (Personnel) in M/s Electronics Corporation of India Limited.

Note: The Eligible Applicants, who may be spared for Appointment in the event of Selection to the Post of Director (Personnel) should apply through “Proper Channel” (i.e., No-Objection Certificate issued by the Forwarding Authority or the Head of Department) with the Testimonials accompanying a No-Objection-Certificate, Annual Confidential Reports (ACRs)/Annual Performance Appraisal Reports (APARs), Vigilance Clearance (VC), Integrity Certificate (IC) Discipline and Appeal Rules (D&ARs) and all other Mandatory Documents in the shape of Self-attested Testimonials issued by the Forwarding Authority or the Employer as mentioned in the PESB Recruitment Notification 2022 for Director (Personnel) in Electronics Corporation of India Limited enclosed in an Envelope super scribed “Application for the Post Director (Personnel) in  Electronics Corporation of India Limited”

Modality of Application: Those Willing Eligible Applicants may apply in Online and Offline Mode on Public Enterprises Selection Board ORA Portal.

Either i) fill up the Application Form Online only against the Job Description (Director-Personnel) to be forwarded in Online Mode only;

Or ii) fill up the Application Form Online and take a Printout of the Online Application, annexed all the Testimonials with the Advance Copy in the shape of the Application Printout together with the Enclosures mentioned in the 2nd Paragraph (hereinabove) should be dispatched in Offline Mode through Registered Post or Speed Post or Carrier on Order.  

Selection Criteria: The Public Enterprises Selection Board will accord Due Preference to the Candidates serving or having rendered their services in any of the Listed Companies.

Note: The Minimum Length of Services Essential in the Eligible Pay Scale for the Post Director (Personnel) is 01 (One) Year in regard to the Internal Personnel and as regards Others (External) is 02 (Two) Years As on 1st September 2023.

Appointment Tenure: Post-selection Appointment the Tenure of the Incumbent as Post of Director (Personnel) shall remain 05 (Five) Years from the Date of Joining or up to the Date of Superannuation or until further Government Orders, Whichever be Earlier.

Pay Scale: Rs.1.80 Lac up to Rs.3.40 Lac Per Month (IDA)

Eligibility:

Superannuation Age Limit: 60 Years (As on Date of Occurrence of the Vacancy; i.e., 01.09.2023)

I) For Internal Candidates: Minimum 45 Years and Maximum 02-Years’ Residual Service as on the Date of Occurrence of the Vacancies (i.e., 01.09.2023) in reference to the Date of Superannuation.

II) For Other Candidates: Minimum 45 Years and Maximum 03-Years’ Residual Service as on the Date of Occurrence of the Vacancies (i.e., 01.09.2023) in reference to the Date of Superannuation.

Central Public Sector Enterprise: Eligible Pay Scale for the Personnel detailed hereunder:

The Incumbent post-Appointment as Director (Personnel) will be paid the Remuneration as per the Eligibility Pay Scale mentioned in the subsequent Lines.

i) Pre 01.01.1992: Rs.7250 to Rs. 8250 (IDA)

ii) Post 01.01.1992: Rs.9500 to Rs.11500 (IDA)

iii)Post 01.01.1997: Rs.20500 to Rs.26500 (IDA)

iv) Post 01.01.2007: Rs.51300 to Rs. 73000 (IDA)

v) Post 01.01.2017: Rs.120000 to Rs. 280000 (IDA)

vi) Pre-Revised Post 01.01.1996: Rs.18400 to Rs.22400 (CDA)

vii) Post 01.01.2006: Rs. Rs.37400 to Rs.67000 Plus GP 10000 (CDA)

viii) Post 01.01.2016: Rs. 144200 to Rs.218200 (Level 14) (CDA)

Essential Qualifications:

Education: The Applicant should have in possession a Post-Graduate Diploma (PGD) or Degree in Personnel Management (DiPM) / Human Resource Management (HRM) or Magister de Business Administratio or Master in Business Administration (MBA)/Post Graduate Diploma in Management (PGDM)/Program in Management (PGPM) from any duly recognized University/Institute will be desirable

Desirable:  The Applicant should have Minimum 05-Years’ Aggregate (Cumulative) Serving Experience during the past 10 (Ten) Years in various aspects of Human Resource (HR)/Personnel Management (Pers Mgmt) / Industrial Relations in any Esteemed Organisation.

Other Essential Eligibility Conditions:

A.1) The Applicants from the Central Government/All India Services should be holding a Post of the Level of the Director in the Government of India or be carrying an Equivalent Pay Scale on the Closing Date of Online Application (i.e., 22nd November 2022).

2) The Applicants from the Armed Forces of the Union should be holding a Post of the Level of Brigadier in the Army or Equivalent Rank in the Indian Navy/Indian Air Force on the Last Date of Online Application (i.e., 22.11.2022).

B) The Applicants from the State Public Sector Enterprises (SPSE)/Private Sector (PS) should be serving in the Board Level Position Or be holding a Minimum Post of the Level immediately below the Board Level on the End Date of Online Application (i.e., 22nd November 2022).

Conditions Of Immediate Absorption For the Central Government Officers:

The Central Government Officers, including those of the Armed Forces of the Union and the All India Services, are Eligible for consideration only on an Immediate Absorption Basis.
