IOCL Recruitment 2023: Indian Oil Corporation Limited (IOCL) is a major integrated oil and gas company that was formed in 1964 by the merger of Indian Refineries Limited and Indian Oil Company.

IOCL is currently seeking a Director (Research & Development), who will be a member of the Board of Directors and report to the Chairman. The Director will be responsible for effectively guiding Research & Development in accordance with the corporation’s plans and objectives and national priorities. Applicants for the position must be employed in a regular capacity on the date of application and interview in a Central Public Sector Enterprise (CPSE), including a full-time functional Director in the Board of a CPSE; the Central Government, including the Armed Forces of the Union and All India Services; a State Public Sector Enterprise (SPSE) where the annual turnover is Rs 10,000 crore or more; or a private sector company where the annual turnover is Rs 10,000 crore or more. Candidates from listed companies will be given preference. As per IOCL Recruitment 2023 official notification,  The candidate should be an engineering post-graduate, preferably in Chemical/Mechanical/Fuel Technology/Tribology with a good academic record from a recognized university/institute, and should have adequate R&D/Technical experience/exposure at a senior level of management in a large organization of repute, out of which at least five years of cumulative experience/exposure out of the last ten years should have been in R&D pertaining to the petroleum refinery/Lubrication & Tribology/Petrochemicals sector. As per IOCL Recruitment 2023 official notification the appointment will be for a period of five years from the date of joining or until further orders, whichever is earlier.

Job Description and Responsbility for IOCL Recruitment 2023:

As per IOCL Recruitment 2023 official notification, the  Director (Research & Development) is a member of the Board of Directors and reports to the Chairman. He/She effectively guides Research & Development consistent with Corporations plans and objectives and national priorities.

Age Limit for IOCL Recruitment 2023:

As per IOCL Recruitment 2023 official notification, the age requirements for the Director (Research & Development) position are as follows:

  • On the date of occurrence of vacancy (DOV) the candidate must be at least 45 years old.
  • Age of superannuation: the candidate must be below 60 years old.
  • Internal candidates: the candidate must have at least 2 years of residual service as on the date of vacancy with respect to the date of superannuation.
  • Other candidates: the candidate must have at least 3 years of residual service as on the date of vacancy with respect to the date of superannuation.

This means that internal candidates who are at least 45 years old and have at least 2 years of service left before reaching the age of superannuation can apply for the position. Other candidates who are at least 45 years old and have at least 3 years of service left before reaching the age of superannuation can also apply.

Emplyoment Status for IOCL Recruitment 2023:

As per IOCL Recruitment 2023 official notification, The applicant must be employed in a regular capacity in one of the following:

  • Central Public Sector Enterprise (CPSE)
  • Central Government including the Armed Forces of the Union and All India Services.
  • State Public Sector Enterprise (SPSE) where the annual turnover is Rs 10,000 crore or more
  • Private Sector in a company where the annual turnover is Rs 10,000 crore or more. Preference would be given to candidates from listed Companies.

Qualification for IOCL Recruitment 2023:

As per IOCL Recruitment 2023 official notification, the candidate should be an Engineering post-graduate preferably in Chemical/Mechanical/Fuel Technology/Tribology from a recognized university/institute. Ph.D. in the relevant field will be an added advantage.

Experience for IOCL Recruitment 2023:

As per IOCL Recruitment 2023 official notification, the candidate should have adequate R&D/Technical experience/exposure at a senior level of management in a large organization of repute, out of which at least 5 years cumulative experience/exposure out of the last 10 years should have been in R&D pertaining to petroleum refinery/Lubrication & Tribology/Petrochemicals sector.

Pay Scale for IOCL Recruitment 2023:

As per IOCL Recruitment 2023 official notification, the pay scale for the Director (Research & Development) position is as follows:

  1. For Central Public Sector Enterprises:
      • Eligible Scale of Pay:
        (i) Rs. 7250-8250 (IDA) Pre 01/01/1992
        (ii) Rs. 9500-11500 (IDA) Post 01/01/1992
        (iii) Rs. 20500-26500 (IDA) Post 01/01/1997
        (iv) Rs. 51300-73000 (IDA) Post 01/01/2007
        (v) Rs. 120000-280000 (IDA) Post 01.01.2017
        (vi) Rs. 18400-22400 (CDA) Pre-revised post 01.01.1996
        (vii) Rs. 37400-67000 + GP 10000 (CDA) post 01.01.2006
        (viii) Rs. 144200-218200 (Level 14) CDA post 01.01.2016
  2.  For Central Government, All India Services, and Armed Forces of the Union:
    Applicants should be holding a post of the level of Joint Secretary in Government of India or carrying an equivalent scale of pay on the date of application.
  3. For State Public Sector Enterprises/Private Sector:
    Applicants should be working at Board level position or at least a post of the level immediately below the Board level on the date of application.

Note: The salary and allowances will be as per the guidelines of the Department of Public Enterprises, Government of India, as amended from time to time.

How to Apply for IOCL Recruitment 2023:

As per IOCL Recruitment 2023 official notification, the applicants for the post should submit their applications online in the prescribed format. The submission of applications should be through proper channels, depending on the current position of the applicant. Government officers, including those of the Armed Forces and All India Services, should submit their applications through their Cadre Controlling Authority. CMDs/MDs/Functional Directors in CPSE should submit their applications through the concerned Administrative Ministry. Below Board level in CPSE, applicants should submit their applications through the concerned CPSE. CMDs/MDs/Functional Directors in State PSE should submit their applications through the concerned Administrative Secretary and Cadre Controlling Authority, if any, of the State Government. Below Board level in SPSE, applicants should submit their applications through the concerned SPSE. Private sector applicants should submit their applications directly to the PESB.

Applicants from the private sector should submit the following documents along with the application form: annual reports of the company in which they are currently working for the 3 financial years preceding the calendar year in which the post is advertised, evidence of working at Board level or at least a post of the level immediately below the Board level, self-attested copies of documents in support of age and qualifications, and relevant jobs handled in the past with details. Additionally, if the company is listed, applicants should provide documentary proof.

It is important to note that applicants can submit their applications either online or offline. For online applications, applicants can fill up the application form on the website of PESB (https://pesb.gov.in/) and forward it online or take a printout and send it offline. The last date for receipt of complete applications is 02-05-2023, and applications received after this date will be rejected.
