Ministry of Labour and Employment Recruitment 2023: The Government of India, Ministry of Labour & Employment has issued a circular on April 3, 2023, proposing to fill two posts in the Dattopant Thengadi National Board for Workers Education and Development (DTNBWE&D), New Delhi. The Two Positions are of Additional Director and Financial Advisor in the pay level of Level 11 (Rs. 67,700-2,08,700/- as per 7 CPC) in the autonomous body registered under the Societies Act, established in 1958. The DTNBWE&D is responsible for administering and implementing the Workers Education Scheme, under the administrative control of the Ministry of Labour & Employment, Government of India.
As per the Ministry of Labour and Employment Recruitment 2023 official notification, the circular specifies that the Additional Director will assist the Director General in his activities and work with all departments/sections of the organization. Additionally, the Additional Director will help the Director General make decisions within the framework of the Board’s rules and regulations and resolve grievances and court cases in consultation with the Director. On the other hand, the Financial Advisor is responsible for heading the Budget Audit and Accounts Section of the Board. The role of the Financial Advisor includes preparing the Annual Accounts and Budget of the Board and acting as an internal auditor. The Financial Advisor is also responsible for ensuring the timely release of funds to various Regional Directorates and monitoring expenditures and assisting with external audits.
The circular specifies that the posts are required to be filled by promotion, failing which, by deputation or direct recruitment. As per the Ministry of Labour and Employment Recruitment 2023 official notification, eligible officers may forward their applications in the enclosed format through proper channels to the Under Secretary (ESA), Room No. 14, Ministry of Labour & Employment, Shram Shakti Bhawan, Rafi Marg, New Delhi-110001 within Six Weeks from the date of publication of this circular in the ‘Employment News.” The application must be accompanied by a few documents, including copies of the Annual Performance Appraisal Report (APAR) for the last five years, a certificate stating that no vigilance/disciplinary proceeding is pending against the applicant, an integrity certificate, details of minor/major penalties imposed upon the applicant during the last ten years, and cadre clearance.

The positions are one post of Additional Director and one post of Financial Advisor.

As per the Ministry of Labour and Employment Recruitment 2023 official notification, the eligibility criteria for the post of Additional Director and Financial Advisor are:
Level of Pay: The candidate must have a Level-11 pay matrix as per 7th CPC, which corresponds to the pre-revised scale of Rs. 10,000-325-15,200.
Method of Recruitment: The post can be filled by promotion, failing which by deputation, and failing both, by direct recruitment.
Promotion/Deputation:
Promotion: The candidate must have at least 5 years of regular service as Deputy Director. Alternatively, they must have 8 years of regular service in the grade of Accounts Officer of DTNEBWED (erstwhile CBWE) with at least a degree from a recognized university.
Deputation: The candidate must be an officer holding an analogous post and grade/pay scale under the Central/State Government. They must also have at least 5 years of experience in the field of Education/Rural Development, or be an Accounts Officer from an organized Audit and Accounts Department in the grade of Rs. 8,000-13,500 (pay level 10 as per 7th CPC).
As per the Ministry of Labour and Employment Recruitment 2023 official notification, according to the given information, eligible and willing officers can apply for the post of Additional Director and Financial Advisor in Dattopant Thengadi National Board for Workers Education and Development, New Delhi.
