Newly Launched MCA V3 Portal Disappoints Practitioners; Know Various Common Technical Glitches

Many complaints have been made since the launch of the MCA Portal about the inconveniences caused by technical glitches in the MCA 21, V2 and V3 Portals.

The following complaints were made about the MCA Portal, citing bugs and technical issues:

Professionals encountered the following issues while registering and attempting to log in – i) Users are unable to convert to ‘Business User,’ one ID must be cancelled by the back-end team, and users are unable to log in to the V3 portal.

During the registration/login process, the following messages were also displayed – i) A user account already exists with the PAN provided. Please try to login, A user account already exists with the Membership number provided. Please try to login. Please file Form DIR -6 to update the address/mobile no. Email ID.

Many concerns were expressed by Company Secretaries, Chartered Accountants, and practising professionals regarding Form CHG-I.

Form does not appear in View Public Documents, and Charge Particulars do not appear in MCA Index of Charges. There is no charge registration certificate generated. The form is not being downloaded; the first page is being saved, but the second and third pages are not being saved. While submitting the form, the message “Signatory is not registered” appears, DSC validation fails in Form CHG-I, and users are occasionally unable to submit Form CHG-1.

Concerning the Charge ID association, when filing Form CHG-4, after entering the charge ID and clicking the pre-fill button, the message “Charge ID is not associated with the Company” appears. Users are unable to pre-fill CIN, Email ID is pre-filled as null, and the registered office address is not pre-filled in form CHG-1/CHG-4.

Furthermore, many issues regarding the LLP e-filings were raised by practising professionals, including Form 3 & Form 4 Glitches, Filip not being pre-filled after inserting DPIN of Partner, Unable to file Form 4, LLP 8 & LLP 11 Glitch, Form LLP 3 & 4 Errors (Unable to File), No LLP 3 & 4 Contribution Amount Pre-filling Form 3 cannot be filed after a fresh registration, and users are unable to resubmit Filip forms because the SRN validity has expired.

Some of the most recent MCA Portal shortcomings include, but are not limited to:

Errors in the submission of reservation applications, Failed payments and inability to file SPICE+ forms (false error of DSC not registered). (Error: Payment is not permitted. Please try again in 4 hours.)

Some dissatisfied professionals also complained about the excessive imposition of additional fees for portal-side issues. Professionals also expressed concerns about the disruption of workflow. One of the Professionals also complained about forms expiring after 15 days and having to refill the form again.

In order to have this issue resolved, a chartered accountant filed a writ petition with the Kerala High Court.
