UPSC Recruitment 2023: The Union Public Service Commission (UPSC), Government of India has sought Online Applications from Individuals Duly Eligible for the Junior Scientific Officer (Toxicology) Post in the Directorate of Forensic Science Services (DFSS), Central Forensic Science Laboratory (CFSL), Ministry of Home Affairs (MHA), Government of India vide the UPSC Recruitment 2023 Official Notification No. 13/2023. As per UPSC Official Notification 02 Vacancies to be filled up in the Directorate of Forensic Science Services, Head Quarter vide Ministry of Home Affairs Recruitment 2023 for Junior Scientific Officer (Toxicology) Post. According to the UPSC Recruitment 2023 Official Employment Notice for the Junior Scientific Officer (Toxicology) Post under the General Central Service, Group ‘B’, Gazetted (Non-Ministerial) Classification Notified 02 Vacancies have been earmarked for the Un-Reserved/General Category Candidates.

The UPSC Recruitment 2023 Official Notification has arisen with 01 Post with 02 Vacancies to be filled up, narrated hereunder:

Post Nomenclature: Junior Scientific Officer (Toxicology)

Vacancy:  02 Nos.

Post Classification: General Central Service Group ‘B’ Gazetted (Non-Ministerial).

Employment nature: All India Service Liability. The Posting remains Permanent.

Posting Installation: Head Quarter is at New Delhi with Laboratories at Chandigarh, Kolkata, Hyderabad, Pune, Kamrup (Assam) and Bhopal. In connection with performing the duties, the Officer may need to serve in any Part of India.

Monthly Salary under UPSC Recruitment 2023:

According to the UPSC Recruitment 2023 Official Notification, the Candidates selected as Junior Scientific Officer (Toxicology) Post-Appointment shall be entitled to the Monthly Salary in the following Pay Matrix Level narrated hereunder:

Pay Matrix: Level-07 (Rs. 44900-142400) of Pay Matrix as per 7th Central Pay Commission (CPC)

Upper Age Limits under UPSC Recruitment 2023:

According to the USPC Recruitment 2023 Official Notification for the Ministry of Home Affairs, the following Category-wise and Reserved Community-specific Age Limits (as on the Closing Date 27.07.2023) are to be read hereunder:

1) The Un-Reserved Category: The Candidate should not exceed 30 Years.

2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.

3) For Age Concessions applicable to some other Categories of Applicants, the Applicants should refer to the relevant Paragraphs of the “Instructions and Additional Information to Candidates for Recruitment by Selection” of the UPSC-issued Ministry of Home Affairs Recruitment 2023 Official Advertisement.

Eligibility for UPSC Recruitment 2023:

The Eligibility, in accordance with the UPSC Recruitment 2023 Official Notification, comprising the Educational Qualification(s) and Experience Mandatory for the Applicants may be read as follows:

Essential Qualification(s)

I) Educational: Master’s Degree in Chemistry or Associateship Diploma of the Institution of Chemist by Examination* Or Biochemistry/ Pharmacology/ Pharmacy/ Forensic Science with Chemistry as one of the Subjects during all 03 Years of Bachelor of Science Level from a Duly Recognized University.

Note: *Associateship Diploma of the Institution of Chemist by Examination Qualification will be Applicable only to the Departmental Scientists available on the date of Notification of the RR.(Amendment).

II) Experience: 03 Years’ Experience in Research and Analytical Work in the field of Toxicology in any Central and State Organization Or Duly Recognized Institute Or University Or Forensic Science Laboratories under the Central Government and State Government.

III) Desirable Qualification(s): Experience of working in any Forensic Science Laboratory Countrywide.

Note: The Educational Qualifications and the Qualifications with regard to Experience in respect of the Candidates, otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.

Selection Procedure under UPSC Recruitment 2023:

Based on the UPSC Recruitment 2023 Official Notification issued for the Ministry of Home Affairs, the Union Public Service Commission shall carry through the Recruitment Test Selection with Other Criteria for the Notified Air Worthiness Officer Post also explained hereunder:

Recruitment Methodology:

In the event the Applications relatively received in A large number from THE Applicants, the Union Public Service Commission may adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:

a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs), in case more than one Desirable Qualification is prescribed”.

b) Based on the Higher Educational Qualifications than the Minimum prescribed in the UPSC Recruitment 2023 Official Notification.

c) On the basis of the Higher Experience in the relevant field than the Minimum prescribed in the UPSC Recruitment 2023 Official Advertisement.

d) By reckoning the Prior Professional Work-Experience before or Post-acquired Essential Qualifications of the Candidate Applicants.

e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).

f) By holding a Recruitment Test (RT).

Note-II: Minimum Qualifying/Pass Marks:

As has been explained in the UPSC Recruitment 2023 Official Notification for Selection on Air Worthiness Officer in the Ministry of Home Affairs, Viva-voce/Personality Test carries Total 100 Marks with the Minimum Qualifying/Pass Marks for Selection to be read hereunder:

I) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:

a) Un-Reserved (UR)  Category: Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks

b) Economically Weaker Sections (EWS): 50 Marks

c) Other Backward Community: 45 Marks

d) Scheduled Caste/Scheduled Tribe/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.

II) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.

Application Fee for UPSC Recruitment 2023:

Based on the UPSC Recruitment 2023 Official Notification Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:

I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.

II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
