UPSC Recruitment 2023: The Union Public Service Commission (UPSC) has sought Online Applications from Professionals Duly Eligible for the Specialist Grade III (Microbiology or Bacteriology) Group ‘A’ Post in the Ministry of Health & Family Welfare (MoHFW), Government of India based on the UPSC Recruitment 2023 Official Notification. The UPSC Notified Ministry of Health and Family Welfare Recruitment 2023 Official Notification has arisen with 26 Vacancies to be filled up against the Post Specialist Grade III (Microbiology or Bacteriology) in the Pay Matrix Level-11 (Rs. 67700-208700) Plus NPA. Based on the UPSC Recruitment 2023 Official Notification for the Notified MoHFW Specialist Grade III (Microbiology or Bacteriology) Posts to be filled up, Total 26 Vacancies include 08 Posts earmarked for General/Un-Reserved Category Candidates in the Group ‘A’ Central Health Services Non-Teaching Specialist Sub-Cadre Post Classification.
The Last Date notified in the UPSC Recruitment 2023 Official Notification is 29.06.2023 for the Applicants to complete the ORA (Online Recruitment Application) Process. Accordingly, Eligible Candidates with the Willingness for the Specialist Grade III (Microbiology or Bacteriology) Group ‘A’ Post must complete the Online Recruitment Application (ORA) according to the Instructions cited therein.

Vacancy: 26 Nos. (with 08 Vacancies earmarked for the Un-Reserved Category Candidates)
Post Classification: Group “A” Central Health Services Non-Teaching Specialist Sub-Cadre.
Employment nature: All India Service Liability. The Posting remains Permanent.
Posting Establishment: Ministry of Health & Family Welfare, Government of India (Initially in Himachal Pradesh, Delhi, Tamil Nadu, West Bengal, Chhattisgarh. However, the Officers appointed to the Service shall be liable to serve anywhere in India.
According to the UPSC Recruitment 2023 Official Notification, the Individuals selected for Specialist Grade III (Microbiology or Bacteriology) Post, shall be entitled to the Monthly Salary in the Pay Matrix Level 11 post-Appointment, to be read hereunder:

According to the UPSC Recruitment 2023 Official Notification, the following Category-wise and Reserved Community-specific Age Limits (as on the Closing Date 29.06.2023) are to be read hereunder:
1) The Un-Reserved Category: The Candidate should not exceed 40 Years.
2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.
3) For Age Concessions applicable to some other Categories of Applicants, the Applicants should refer to the relevant Paragraphs of the “Instructions and Additional Information to Candidates for Recruitment by Selection” of the UPSC-issued Ministry of Health and Family Welfare Recruitment 2023 Official Advertisement.
The Eligibility, in accordance with the UPSC Recruitment 2023 Official Notification, comprising the Educational Qualification(s) and Experience Mandatory for the Applicants may be read as follows:
Essential Qualification(s): The Willing Eligible Candidates should have the Eligibility comprising the Educational and Desirable Qualifications narrated hereunder:
A) Essential Qualification(s):
The Eligibility, in accordance with the UPSC issued Ministry of Health and Family Welfare Recruitment 2023 Official Employment Notification for the Specialist Grade III (Microbiology/Bacteriology) comprising the Essential Educational Qualification(s) and Experience as is narrated therein for the Applicants should be read as follows:
Essential Criteria: The Willing Candidates with Eligibility should have the Eligibility comprising the Educational and Desirable Qualifications narrated hereunder:
A) Essential Qualification(s): Educational:
i) As indicated in Part-A, Section-A in Schedule-VI of CHS Amendment Rules 2019, i.e., Medicinae Doctor (Bacteriology) or Diplomate National Board (Bacteriology) or Doctor Medicinae/Doctor of Medicine (Microbiology) or Diplomate National Board (Microbiology) or MBBS (Bachelor of Medicine and Bachelor of Surgery) with Master of Science (Medical Bacteriology) or Master of Science (Medical Microbiology) with Doctor Philosophiae (Medical Bacteriology) or Master of Science (Medical Bacteriology) with Philosophiae Doctor (Medical Bacteriology) or Master of Science (Medical Bacteriology) with Doctor of Science (Medical Bacteriology) or Master of Science (Medical Microbiology) with Doctor of Philosophy (Medical Microbiology) or Master of Science (Medical Microbiology) with Doctor of Science (Medical Microbiology).
Experience: 03-Years’ Experience in the concerned Specialty or Super-Specialty post-obtained Post-Graduate Degree Or 05 Years’ Experience after obtaining the Post-Graduate Diploma.
Note: The Educational Qualifications and the Qualifications with regard to Experience in respect of the Candidates, otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission.
Based on the UPSC Recruitment 2023 Official Notification issued, the Union Public Service Commission shall carry through the Recruitment Test Selection with Other Criteria for the Notified Specialist Grade III (Microbiology or Bacteriology) Post also explained hereunder:
Recruitment Methodology:
In the event the Applications received relatively in large number from Applicants, the Union Public Service Commission may adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interview to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:
a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs), in case more than one Desirable Qualification is prescribed”.
b) Based on the Higher Educational Qualifications than the Minimum prescribed in the UPSC Recruitment 2023 Official Notification.
c) On the basis of the Higher Experience in the relevant field than the Minimum prescribed in the UPSC Recruitment 2023 Official Advertisement.
d) By reckoning the Prior Professional Work-Experience before or Post-acquired Essential Qualifications of the Candidate Applicants.
e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).
f) By holding a Recruitment Test (RT).
Note-II: Minimum Qualifying/Pass Marks:
As has been explained in the UPSC Recruitment 2023 Official Notification for Selection on Specialist Grade III (Microbiology or Bacteriology in the Ministry of Health and Family Welfare, Viva-voce/Personality Test carries Total 100 Marks with the Minimum Qualifying/Pass Marks for Selection to be read hereunder:
I) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:
a) Un-Reserved (UR) Category: Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks
b) Economically Weaker Sections (EWS): 50 Marks
c) Other Backward Community: 45 Marks
d) Scheduled Caste/Scheduled Tribe/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.
II) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.
Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:
I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.
II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
