KRCL Recruitment 2023: The Chief Personnel Officer, Konkan Railway Corporation Limited (KRCL), Ministry of Railways, Indian Railways (Government of India), has sought Applications from Experienced Officers with Eligibility on Deputation/Permanent Absorption/Re-Employment Basis on the Officer on Special Duty (OSD) Post for Posting in the New Delhi vide the KRCL Recruitment 2023 Official Vacancy Notice Dated 19.07.2023. As may be referred to in the KRCL Recruitment 2023 Official Vacancy Circular, the notified Post Officer on Special Duty has to be filled up against 01 Vacancy shall be filled up on Deputation/Permanent Absorption/Re-Employment Basis. Based on the KRCL Recruitment 2023 Official Memorandum the Appointment on Deputation shall remain Initially 03 Years’ Duration, Further Extendable for 02 Years and Aggregate 05 Years mentioned therein.
According to the KRCL Recruitment 2023 Official Vacancy Notice, the Eligible Officers with Willingness for Officer on Special Duty Post, may apply with Advance Application submission through Email prior to the Last Date of the Vacancy 09.08.2023. The Zonal Railways/Public Units may also forward duly completed Applications of the Willing and Eligible Officers 07 Days Prior to the Closing Date of KRCL Recruitment 2023 Official Vacancy Notice. As may be referred to in the KRCL Recruitment 2023 Official Vacancy Notice for the Officer on Special Duty Post, Post-Selection Appointment spans 03 Years in respect of those Applicants vide Deputation, which stands extendable by further 02 Years with Total 05 Years for Deputation specific Appointment. Based on the KRCL Recruitment 2023 Advertisement, the Last Date for the Willing and Eligible Officers’ to submit Duly completed Applications for KRCL Officer on Special Duty Post through “Proper Channel” by E-Mail and afterwards by Mail is 09.08.2023.
According to the KRCL Recruitment 2023 Notification issued, notified 01 Vacancy shall be filled up with Appointment of the Appropriately Suitable Officer Candidates for posting in Navi Mumbai.

Appointment Terms:
I) On Deputation/Permanent Absorption/Re-Employment Basis
II) On Permanent Absorption Basis
III) On Re-Employment Basis in the case of Recently Retired Railway Officer.
Deputation Tenure: Initially 03 Years’ Normal Term of Deputation, Overall Extendable up to 05 Years as per the Government of India Rules.
Posting Location: New Delhi
As per the KRCL Recruitment 2023, Appropriately Suitable Officer selected as Officer on Special Duty will be appointed in the Pay Scale Level notified hereunder.
Pay Matrix Scale:
I) On Deputation/Permanent Absorption/Junior/Senior Scale:
As per 7th Central Pay Commission Matrix Level 08 [Grade Pay Rs. 4800 (Junior Scale)]; Or As per 7th CPC Pay Matrix Level 10 (Junior Scale) 10; Or As per 7th CPC Pay Matrix Level 11 (Senior Scale); (Or)
II) Re-Employment: Junior Scale/Senior Scale: Equal to the Pay Matrix Scale during Retirement
As per 7th Central Pay Commission Matrix Level 08 (Junior Scale)]; Or As per 7th CPC Pay Matrix Level 10 (Junior Scale) 10; Or As per 7th CPC Pay Matrix Level 11 (Senior Scale)
Pay & Allowances: On Deputation/Permanent Absorption/Junior/Senior Scale:
I) On Deputation Basis: The Selected Persons will draw Pay, which would have been Admissible to him from time to time on the Indian Railways Plus Deputation (Duty) Allowances.
II) Permanent Absorption: The Selected Persons will draw Pay, which would have been Admissible to him Last Pay and Scale on the Indian Railways Plus Deputation (Duty) Allowances/Public Sector Unit.
III) Re-Employment Basis: Pay and Allowance will be governed as per the Railway Board Guidelines issued from time to time (i.e., Last Month Scale and Basis Minus Pension) Allowances are Applicable on the Basic Pay without deducting Pension).
Note: The Officer will draw Pay and Allowances as per the DoPT (Department of Personnel & Training) Instructions, which would have been admissible to Him/Her from time to time on the Railways Plus Deputation (Duty) Allowance.
As has been mentioned in the KRCL Recruitment 2023 Official Notification, the Candidate as on the Closing Date 10.08.2023 should be aged as stated hereunder:
Age Limits:
I) Not exceeding/Below 55 Years for On Deputation/Permanent Absorption Basis Candidates
II) Up to 62 Years for Re-Employment Basis
The KRCL Recruitment 2023 Official Vacancy Notice mandates the following Eligibility Criteria for Officer on Special Duty as has been explained hereunder:
Eligibility: Specific Requirements, Eligibility and Experience:
Junior/Senior Scale: As per 7th Central Pay Commission Matrix Level 08 [Grade Pay Rs. 4800 (Junior Scale)]; Or As per 7th CPC Pay Matrix Level 10 (Junior Scale)/7th Central Pay Commission Pay Matrix Level 10 (Grade Pay Rs. 5400)/As per 7th CPC Pay Matrix Level 11 (Senior Scale)/Regular/Ad hoc Candidate should have Minimum 05 Years’ Experience in the field of Liaison with Various Government Organizations/Protocol Duty.
The Candidate should also have Experience in Basic Establishment and Financial Matters like dealing with Tenders and maintaining Accounts, Quotations, raising Bills, etc.
Preference: Delhi Based Candidates shall be given Preference
The Indian Railway Board constituted Screening Authority will shortlist the Candidates to be called in for Viva-voce/Personal Interaction/Interview.
The Shortlisted Candidates shall be summoned to appear for Viva-voce/Personal Interaction/Interview. Post-Selection the Candidate would be issued an Appointment by Deputation for Posting in New Delhi. Selection of the Candidate on the Officer on Special Duty Post will be carried through based on D&AR and Vigilance Clearance
Deputation Term: Overall Deputation Term Engagement Tenure for Officer on Special Duty Post shall remain 05 Years in Aggregate. The Candidate will be appointed initially for 03 Years with subsequent Extension of 02 Years Totaling 05 Years.
