Ministry of Labor and Employment Recruitment 2023: The Union Public Service Commission (UPSC) has called in Online Applications from the Candidates Eligible for the Appointment on Deputy Director of Employment Post under the Directorate General of Employment, Ministry of Labor and Employment (MoLE) notified vide the Ministry of Labor and Employment Recruitment 2023 Notification
According to the UPSC issued Ministry of Labor and Employment Recruitment 2023 Notification, there are 12 Vacancies including 07 Posts earmarked for the Un-Reserved Category Candidates. Among the Eligible Candidates, those willing to be Applicants for the notified Post Deputy Director of Employment under Pay Level 11 (Rs. 67700 to 208700) of the Pay Matrix of 7th Central Pay Commission under the Directorate General of Employment may complete the Online Application Process following the Instructions notified in this Ministry of Labor and Employment Recruitment 2023 Notification. Based on the Ministry of Labor and Employment Recruitment 2023, the Last Date for the Eligible Candidates with Willingness to complete the Online Recruitment Application (ORA) Process shall terminate on 2nd March 2023 (02.03.2023) mentioned in the Ministry of Labor and Employment Recruitment 2023 Notification issued for the purpose.
According to the UPSC-issued Ministry of Labor and Employment Recruitment 2023 Notification, the Post Deputy Director of Employment to be filled up with Appointment of Suitable Candidates Deputy Director of Employment.
Based on the Ministry of Labor and Employment Recruitment 2023 Notification 12 Vacancies are inclusive of 07 Posts reserved for the Un-Reserved/General Merit Persons.

As per the Ministry of Labor and Employment Recruitment 2023 Notification, Post-Selection those selected as Deputy Director of Employment shall be issued Appointment under the Pay Scale Level 11 hereinunder:
Pay Scale: Level-11 (Rs.6770-Rs. 208700) of Pay Matrix under 7th CPC.
As per the Ministry of Labor and Employment Recruitment 2023 Notification Category-wise and Reserved Community-specific Age Limits are prescribed as follows:
1) The Un-Reserved Applicant should not exceed (Maximum) 40 Years as on the Closing Date 02.03.2023.
2) The Upper Age Limitation remains Relaxable for Regularly Appointed Central Government/Union Territory Government Servants up to 05 Years as per the instructions issued by the Government of India from time to time.
3) For Age Concessions applicable to some other Categories of Applicants, do refer to the relevant Paragraphs of the ‘Instructions and Additional Information to Candidates for Recruitment by Selection’ of the Ministry of Labor and Employment Recruitment 2023 Advertisement.
The Eligibility comprising the Educational Qualification(s) and Experience essential as per the Ministry of Labor and Employment Recruitment 2023 Notification for the Applicants are as follows:
The Eligibility Criteria, in accordance with the Ministry of Labor & Employment Recruitment comprising the Educational Qualifications and Experience as follows:
A. Educational Qualification(s):
Master’s Degree in Economics/Statistics /Mathematics/ Commerce/Psychology/Sociology/Social Work/Public Administration/Business Administration from any Accredited University/Institute.
Note: The Prescribed Educational Qualifications, in the case of the Candidates, otherwise well-qualified, are relaxable at the discretion of the Union Public Service Commission, for the reasons to be recorded in writing.
B. Experience:
05-Years’ Experience in any of the following fields:
i) Collection, Analysis and Interpretation of Data, or Socio-Economic Investigation, or Research relating to Demographics, Employment/ Unemployment and Labour Market; Or
ii) Employment Service Operations including Employment/Market Information, Career/Employment Counseling, Vocational Guidance and Career Information; Or
iii) Experience in the areas of Human Resource Recruitment or Management, Analytics and Psychometric Framework for Potential Assessment of the Job-seekers and dealing with the Recruitment Portal; Or
iv) Experience in Outreach Activities in the Schools/Colleges and conducting Job-Fairs including Integration with Academia, Local Industries, Industries Associations and Training-providers; Or
v) Experience in organizing, developing and implementing Career Events, Publications to publicize Career-related activities, mapping the Job Roles and Occupations with the Required Industry Skills, and Market Trends; Or
vi) Experience in Rehabilitation, Placement, Evaluation, Vocational Training and Employment Counseling to Persons with Disability/ies (Divyang-Jan).
Based on the Ministry of Labor and Employment Recruitment 2023 Notification issued, the Union Public Service Commission shall carry out the Recruitment Test Selection and Other Criteria with reference to the Ministry of Labor and Employment Recruitment 2023 and is also explained hereunder:
Recruitment Methodology:
In the event of the Applications received relatively in a large number from thee Applicants, the Union Public Service Commission will adopt the Shortlisting Criteria to restrict the number to only Eligible Candidates to be called in for the Interviews to a Reasonable Number by Any or More of the Methodologies as mentioned hereunder:
a) “Based on the Desirable Qualification (DQ) or any one or all of the Desirable Qualifications (DQs) if more than one Desirable Qualification is prescribed”.
b) On the basis of Higher Educational Qualifications than the Minimum prescribed in the Ministry of Mines Recruitment 2023 Notification.
c) Based on Higher Experience in the relevant field than the Minimum prescribed in the Ministry of Mines Recruitment 2023 Advertisement.
d) By reckoning the Prior Professional Work-Experience before or Post-acquiring Essential Qualifications of the Candidate Applicants.
e) By invoking the Prior Work Experience even in cases where there is No Experience mentioned Either as Essential Qualification (EQ) Or as Desirable Qualification (DQ).
f) By holding a Recruitment Test (RT).
Note-II: Important Points:
Viva-voce/Personality Test carries Total 100 Marks explained hereunder:
i) The Category-wise Minimum Level of Suitability in the Interviews (100 Marks), irrespective of whether the Selection is conducted only through Interview or by holding a Recruitment Test (RT) to be followed by the Interview, shall remain as hereunder:
a) Un-Reserved Minimum Qualifying 50 Marks to be secured out of Aggregate 100 Marks
b) Economically Weaker Sections 50 Marks
c) Other Backward Community: 45 Marks
d) Scheduled Caste/Scheduled Caste/Persons with Benchmark Disability/ies (PwBD/s): 40 Marks.
ii) In cases where Selection is carried through by Recruitment Test (RT) followed by the Personal Interview, the Candidate will have to attain the Minimum Level of Suitability in their respective Categories in the course of the Interview Stage.
Following is the Category-wise Application Fee and Payment Gateway for remittance by the Applicants:
I) The General Category/EWS/OBC Candidates shall have to pay the Application Fee Rs. 25.00 (Rupees Twenty-five only) only either by remitting the Money in any Branch of the State Bank of India in Cash or by using the Net-Banking Facility of the State Bank of India or by using Visa/Master Credit/Debit Card Payment Gateway.
II) Reserved Community (SC/ST/PwBDs) and Women Candidates under any Community remain Exempted from payment of the Application Fee.
i) Eligible and Willing Candidates should visit the USPC ORA Website to complete the Online Recruitment Application Process.
ii) Carefully Read the Online Application/Registration Instructions available on the UPSC ORA Portal.
iii) Initiate the Online Application Process as per the Instructions on the Online Registration Application Portal.
iv) Upload Scanned Signature, Photograph for uploading with Online Recruitment Application.
v) Upload Self-attested Documents on the UPSC Online Registration of Application.
vi) Remit the Application Fee Online through Debit/Credit Card/Net Banking, etc.
