Govt Locks Down PFMS, Only Authorized Users Allowed [Read Notification]

The Ministry of Finance (Department of Expenditure) shared a notification on September 24, 2025 regarding computer resources relating to the Public Financial Management System Application, comprising various Modules.

In powers given by section 70, sub-section (1) and (2) of the Information Technology Act, 2000 (21). The Central Government declares the computer resources regarding the Public Financial Management System Application comprising various Modules, web portals and their Databases, being critical information infrastructure of the public financial management system, the controller general of accounts, the department of expenditure, the ministry of finance and the computer resources of their associated dependencies, to be protected systems for the purpose of the said Act and authorises the following personnel to access the protected systems:

a. any designated employee of the Public Financial Management System authorised in writing by the Public Financial Management System to access the protected system.

b. any team member of the contractually managed service provider or third-party vendor who has been authorised in writing by the Public Financial Management System for need–based access and

c. any consultant, regulator, Government official, auditor and stakeholder authorised in writing by the Public Financial Management System on a case-by-case basis.

Note: This notification will be effective from the date of its publication in the Official Gazette.
